Bug#1350: adduser behaves wrongly if called by non-root user

sfere:richard$ adduser --help
: only root may add a user or group to the system.
sfere:richard$ adduser --system --group majordomo
: only root may add a user or group to the system.
sfere:richard$

The error message is broken and the program should give help even if
it's not running as the right user.
