upstream package. Where these exist, they should be broken up into
separate packages. On the other hand, it's fine to generate more
than one binary package from a single source package.
How about a case where docs are scattered across a bunch of otherwise
irrelevant files? [e.g. in J, I still have a problem where the
supplied man page refers to some tutorial files which are only
included in a previous version of the source... I have to remember to
update for that problem, soon...]

P.S. Note: distribution changed from debian-user to debian-devel. I
think my comment is a bit too nit-picky for general distribution.
