Bug#1969: w3-el recommends things that don't exist

Packages should never Recommend packages in a lower priority or
availability class.  Suggests would be OK, but I agree that w3-el
mentioning all these external programs is rather OTT.  Is pbmplus just
another one of the big list, or does it have some special status ?
