Bug#1464: linuxdoc-sgml' dependencies questioned

The release of linuxdoc-sgml-1.2-2 fixes this bug report.

It doesn't depend on anything now, as HTML is generated without requiring any other Debian packages.

Now use Optional field instead - is that better?
