I've just uploaded a first-cut perins-style changes file builder.
Since this is just for the development list for now, I'm not
announcing it to debian-changes.  As you can see from the revision
number, it's already had some fixes and enhancements.  Please 
try it out and let me know about further problems and shortcomings.
