   * New upstream release
   * From upstream changelog:
   *  Save temp->next before deleting temp in DelAccess in channel.c;
      it is not a good idea to try reading it after we have freed the
      struct. (Closes: #148452)
   * Note that the chanserv SET TOPIC command no longer exists. Changing
     the channel topic with /topic will have essentially the same effect,
     but topiclock will now work and won't occasionally change the topic to
     something ancient. (It was necessary to remove SET TOPIC to prevent
     topiclock from screwing up like this). Be warned that some channel
     topics may be lost when upgrading; this is a one-off (sadly
     unavoidable) event.
   * Updated the help files to reflect the non-existant nature of halfop,
     set topic, and set restricted, and updated set topiclock to reflect the
     changes in behaviour.
   * Add /var/log/dancer-services and /etc/dancer-services to the
     directories which are forcibly rm -rf'ed on purge.
   * Move to DH_COMPAT=4
