* Fix the permissions on /dev/isdn directory.

* Made the devices.d directory files support creating directories and added
a sample of how to do it. Also made it update the permissions on devices.d
devices even if they already existed.
Also changed the perms file so that /dev/cpu/[0-9]+ gets handled correctly.

* Made README.Debian clearer.
