* Non maintainer upload (nobody can contact to Mike Goldman).
* modified configure.in.h src/config.h.in for
setlocale() and nl_langinfo().
* unset encoding when nl_langinfo() value is ANSI_X3.4-1968 at jikesapi.cpp.
This means use ISO-8859-1 when locale is "C"
* undefined HAVE_DYNAMIC_CAST in expr.cpp because kissme-classpath
can't be compiled.(maybe dynamic cast don't work correctly.)
