Bug#490744: Non existing patch gives an build error

Build log:

/bin/sh: cannot open debian/patches/00_special_case_el_in_fixhtml.diff: No such file


The patch "00_special_case_el_in_fixhtml.diff" doesn't exist, and it gives that 
error on build. Maybe it's better to remove these lines from debian/rules.
