I can't tell what is the plan upstream but I can't share a bit about our experience.
In Sight we no longer rely on FreeImage since 2018 because at this time, it was already painful to maintain and built all our dependencies on all platforms. So now we only load dds texture with the standard resource loader of Ogre. In my opinion and experience, it is anyway a better practice for a 3D renderer because you can benefit directly from the compression (DXT format), which reduces memory size, bandwidth, etc...
To sum up, it can be a totally valid option to simply not build the plugin and ship Ogre without it.
