Yes, this is the case, but I think Vincent is aware of that. The query was
why this particular upload was deemed to be NEW, when the source package
and all of its binary packages already seem to exist in the target suite.

(The corresponding upload to unstable was source-only and was accepted,
so there must be something slightly different happening in -backports.)

The ftp team require built binary packages to be attached to NEW uploads
so that they can easily look at the content of those binary packages
(and not just the source that produces them) during NEW review.
