Best thing would be to follow https://mentors.debian.net/intro-maintainers/ and
upload the dsc along with your packge to mentors.debian.net, file a RFS bug
against pseudo package sponsorship-requests, and wait for feedback.

There are tools for sanity checks, like lintian. The intro-maintainer links to
https://www.debian.org/doc/manuals/maint-guide/, there are a lots of pointers
in it, also how to setup a chroot for building in a clean environment (like
pbuilder) and also how to use lintian.  (Note: you can integrate lintian into
pbuilder to be run automatically, and some sponsors are evil and pedantic [1]
on this.

You will also have to file an ITP bug (https://wiki.debian.org/ITP), if not
done already.
