Uploading packages to Debian is not something everyone can do.  You will need
an uploading member to sponsor your package.  The sponsor will also check if
the package is good, and help you fix it if it isn't.

But it looks like you are not ready to ask for a sponsor yet; you have named
your file ".deb", but it isn't a debian package.

You will want to use debhelper for that.  The links at [1] explain all about
packaging.  I would recommend to start with Lucas Nussbaum's tutorial, and read
the other parts when you need more formal rules (especially policy: it is the
authorative source for how things are done, and is not very usable to learn
about packaging).

oftc (irc.debian.org) on irc and join #debian-mentors.  If you haven't used irc
