New game for Debian - Chaotic Rage

Hi games team!

For several years now I've been working on an OpenGL 3D shooter. I
think it's finally of good enough quality to be included in Debian.

It's GPL2 and (to the best of my knowledge) all artwork is free. I can
go through and confirm this.

We've already got packages building correctly on a Debian 8 Linode
that I set up for this purpose. These packages appear to be complete
and don't have many Lintian warnings.

The most recent package was created this morning:
