RC bugs mean one of three things:

If the maintainer's preferred resolutions for this bug, best option
first, are:

1. fix it
2. do nothing

then it should not be RC. If they are

then it is RC, but I doubt that's the case here.

(I do not dispute that, if redeclipse is in fact DFSG-compliant, moving
it to main is the best resolution.)
