You can upload packages without a sponsor if you are a:
1) DD (Debian Developer) - unrestricted upload access to Debian's repositories
2) DM (Debian Maintainer) - upload access only for packages which your
sponsor DD has given you DM upload privileges
Otherwise, no, you must wait until a DD sponsors your package on your
behalf. During a freeze, this may take a while.
