You say it will need to go through NEW. Do you mean you will create a plib1.8.5 package with no relation with plib1.8.4 ?
Is there any particular reason you don't create a plib package you will be able to update with new versions without creating a new package each time ?

I have a package which is pretty much ready, but I don't particularly want
to upload it until after Lenny, not even into experimental since it's
going to be /very/ disruptive. Besides it will need to go through NEW,
which isn't being processed much at the moment for obvious reasons.
