Subversion infrastructure improvements

Hello all,

I have just finished setting up a pre-commit script on our commit SVN repo.
It should be able to refuse commits of orig tarballs and commits with
no chnagelog entry.

If any of the above will apear, it will send a mail to the
pkg-games-commit list mocking the comitter and explaining what she/he
should do to repair the situation.

Complaints should be sent to list or directly to me (but I preffer
public punish^w archiving).
