* scipy now uses a C implementation of L-BFGS-B, and the C calling is
not easily compatible with the fortran liblbfgsb-dev package
without further patching. Upstream liblbfgsb-dev has not been
updated since 2011. Time to let scipy do its own thing with
L-BFGS-B.
- drop debian patch Use-system-LBFGSB.patch
- drop Build-Depends: liblbfgsb-dev
- renable L-BFGS (optimize.rosen) test in test_optimize.py.
i.e. stop skipping it in debian patch manage_tests.patch
* debian/rules: remove excess copies of the libhighs.a static
library from version-specific python paths after dh_python3. It is
probably a bug to install it anyway (upstream Issue#22349)
