   * Move code to check preseeding to separate function.
   * During preseeding checks, make sure we don't match on partial matches.
   * Only do preseeding checks the first time localechooser is being run.

   * Make sure locale2langname only returns one language name; move Portuguese
     up in the languagelist so it is prefered over Brazillian.
   * Unset seen flag for debian-installer/locale if it was preseeded with an
     invalid locale.

   * Don't apt-install iso-codes, base-config apt-setup used this, but it has

   * Generate the installed languagelist file from the original one
