* debian/control (libgnatprj-dev, libgnatprj-3.15p): new packages. This
new shared library contains the parts of the GNAT tools necessary to
read GNAT project files (*.gpr).

* debian/rules: Do not use upstream's makefiles to build the GNAT tools.
Build them against libgnatprj.so instead. Reduces their size, but most
importantly allows us to sync gnat-gps, asis-programs and adabrowse
with GNAT. Call dh_makeshlibs on libgnatprj-3.15p.

* debian/control (gnat): depend on libgnatprj-3.15p.
* debian/README.Debian: explain libgnatprj.
