   * Remove Lintian override; Lintian no longer complains about missing shlibs
     for libraries outside the linker path.
   * Switch to debhelper 4.
   * debian/rules:
     - Add support for DEB_BUILD_OPTIONS=noopt.
     - Remove support for DEB_BUILD_OPTIONS=debug.
   * Conforms to Standards version 3.6.2.
