* High priority because it fixes an RC bug: comment out runtime
PHP_VERSION checks in mmcache.c, and instead rely on proper
package dependencies. Ideally this should be patched upstream
by using the zend_extension_version_info() function, but
upstream don't seem to be responding. This issue should be revisited
so we're not relying entirely on dependency versions. Patch
supplied by Adam Conrad (thanks Adam!).

* Altered dependencies to use the phpapi-${ver} virtual package.
* Now installs in php-config --extension-dir instead of hard-coded
to /usr/lib/php4/20020429/.
* Added Lintian overrides file since Lintian doesn't yet know about
php4-cli so it complains about a php4 script without a php4-cgi
dependency.
