     - Fix false postivites in binary-in-etc.
   * Changelog Check:
     - Kick emacs-settings-in-changelog back to a Warning.
     - Made it look for 'add-log-mailing-address: ' again. (Closes: #160728)

     - Only scream once about errors.

     - Stuff out-of-date and newer standards version into a var. Something
       about easier maintaince.
