   * Adjusted crontab creation in debian/postinst to create cron file that

   * Applied patch for verbose output and extra command switches:
     -U user, -G group, -D directory for manually downloading data, and -v
     for verbose/debug output.  Version inormation now given by -V.  Updated
     manpage of oav-update.  Closes: #158172
