   * Decrease mtime when creating the temp file, let's people edit files in
     less than one second while CVS still sees that it's changed (closes:
     #71502)
   * Write man page for cvs-pserver, which fixes all the lintian errors

   * Mention Cederquist in the doc-base description (closes: #129798)
   * Apply BSD CVS_LOCAL_BRANCH_NUM patch.  (closes: #118747, #56553)
