CLUSTERXML to location of cluster.xml
* checks for cluster.xml existence in postinst, and do not
touch it if it already exists.
* added a update-cluster-policy document.
* added a note to README.Debian about an awk script to make
update-cluster work non-destructively on config files.
* fixed some debconf interface brokenness
