* Added limiter to scan detection algorithm. It was simple and tests showed
that this change will reduce false scan warnings. (closes #78703)

* scandetd accepts '-v' option to be verbose (show config) at the start

* HostLogIgnore, HostScanIgnore can be specified with following format:
IP/mask:port,port,port ...
ie. 198.162.1.0/24:22,23,25,80
matches packets received from the 198.162.1.0 subnet and received on
ports 22,23,25 and 80 (see scandetd.conf)

* bug fixes for configuration reloading (hup signal)
