* autoconf debian/cf/ostype/debian.m4 so it matches the capabilities
defined in debian/local/site.config.m4.
NOTE: this will correct the problem as reported via:
. sendmail: Refuses to accept mail after upgrade
closes: #69216
But we still need to understand why the alpha build didn't have
the packages listed in Build-Depends.
