OpenACS is the PostgreSQL (someday Database-Neutral) port of the
ArsDigita Community System.  It's basically a huge set of Tcl
scripts that can be used with AOLserver and a database to create
database-backed web sites (e-commerce, discussion, etc.)

See http://openacs.org for details.  It is completely Open Source.

The ACS is a huge set of scripts based on the ORACLE DBMS, and
is what powers such sites as http://photo.net, http://arfdigita.org,
http://scorecard.org, etc.
