* Fixed bugs in input/rnews and inject/inews resulting from the
/tmp cleanup; these scripts may be run by normal users, so they
use mktemp and continue to write to /tmp instead of /var/lib/news/tmp
* Fixed bug in util/report: incorrect arguments to /usr/sbin/sendmail
causing cnews reports not to be delivered
