$(libc-bin):
- Install db_* programs as glibcdb_*.
- Move zic, zdump, locale, localedef, getent here.
- Use alternatives for db_*. (closes:Bug#50311,#50341)

* debian/<pkg> now resembles $(tmpdir) tree for <pkg>.
