Uploaded build-essential 1 (source i386) to master

I've just uploaded the first version of the "build-essential"
package to master. The .changes file is below.
The package is architecture-specific because its Depends line varies
between architectures. (BTW, Hurd people should check if the list
is valid for the Hurd. The same for other architectures.)
