libforms0.89_0.89-3 replaces libforms0.89_0.89-2

This is the libforms0.89_0.89-3 does _not_ provide libforms0.88.  To
accomplish this, we create the new binary packages libforms0.89-bin
and libforms0.89-dev that conflict with the 0.88 libforms-dev and
libforms-bin.

   * Removed the `replaces, conflicts, provides: libforms0.88'
   * Renamed libforms-dev to libforms0.89-dev, libforms-bin to libforms0.89-bin
     since a glibc2.1 version of libforms0.88 is brought back to life.
