   * New finnish language support
   * This release properly fixes the following bug but still doesn't follow
     policy 100% yet.  This release migrates all phplib related config files
     to Apache's config files.  What it does is confines the prepend and
     include_path variables to the directory for which horde is installed.
   * Fixing include path since phplib currently doesn't add itself
     (Closes: #43312)
   * Added postgres configuration check.  Verifies that postgres is set to
     allow TCP connections.
