* Install the prerm file as the prerm, instead of installing postrm
there. This typo in the rules file made it impossible to remove older
versions of libcgi-perl. Upgrading to the new version, or nuking
dpkg-divert from /var/lib/dpkg/info/libcgi-perl.prerm would also be
(icky) workarounds. closes: Bug#40017, Bug#41309
