* Conditionalize the inclusion of ndbm.h in ext/NDBM_File/NDBM_File.xs
so that m68k (still on glibc 2.0) will build. Closes Bug #40792.
Note that this doesn't matter much to perl-5.004 since we're not
building ndbm support due to compatibility reasons (new Berkeley DB
vs. old Berkeley DB) but we want to keep the trees consistent.

* New version of perl-policy from Raphael.
* Fix Config.pm's startperl to be /usr/bin/perl when the build is done.
* Fix the installman[13]dir's in Config.pm so a simple perl Makefile.PL;
make test; make install will work from the user's point of view.
