* IGS moved! Change default config from igs.nuri.net to igs.joyjoy.net.
This fixes bug#32896 reported by Dave Caswell.
* Install README.igs to explain this situation to people who have the
old config.
* Uploading to frozen, because #32896 will prevent normal operation in
the usual case, and in a rather confusing manner at that.
(Brian, feel free to install it only in unstable if you disagree.)
