* Revert the last change and build the shared library twice.
With the last change, every program linked to the tkstep's version of
libtk8.0.so.1 gets a dependency on the libtkstep8.0.so.1 library.
* Link the wishstep executable against the freshly built shared library.
* Provide a wish8.0 alternative (fixes #28663).
