* Fixed lintian errors:
- removed ldconfig call from postinst;
- corrected perl and python pathnames in certain scripts in
postgresql-test;
- made postgresql-test Suggest python-base;
- added execute permissions to mb/mbregress.sh in postgresql-test;
- changed suite/runall from csh to sh script in postgresql-test;
- forced all shared libraries to link to -lc (with the exception
of plpgsql.so, which is only called as a language from inside
the postgresql backend);
- created libpgtcl.shlibs;
- added dh_shlibdeps -a to debian/rules;
- moved libpq.so and libpq++.so to the postgresql-dev package.
* Made postgresql-pl.postinst do its work as postgres superuser, because
postgresql does not allow root to have access to the database.
* Fixed script errors in /usr/lib/postgresql/bin/enable_pgpl.
* Added -lcrypt to LDFLAGS and SH_LINK in src/Makefile.custom and also
to the .so rule in src/Makefile.shlib in order to ensure that all
shared libraries include the routines from the encryption library.
* Built against libncurses4-dev.4.2 and with libjpeg-dev 6b. Updated
debian/shlibs.local.
Fixes bug#30492 ???
* Moved pgtksh and pgtclsh into libpgtcl package.
* Corrected unmatched backquote in do.maintenance script; fixes bug#30648
