environment variable ARCHIE_HOST reflected as the chosen archie host
in the list displayed in response to the '-L' option (fixes #21614)

* Updated the list of `known' archie servers in archie.h
* Added a new conffile /etc/archie.conf
* Re-retrieved pristine upstream sources from bunyip.com
* Changed Priority to Optional as per overrides file
* Upgraded Standards-Version to 2.4.1 (lintian)
* Converted debian/rules to debhelper
