(inspired by FreeBSD patches)
* added options LOCALE and RFC1342 for mhconf, enabling RFC1342
compatible decoding of header fields for non-ascii character sets
(closes Bug#9166)
* strip libmh.so and other binaries
* make a few man page links (pgped and pgpshow to undocumented)
* old stale bugs closed (closes Bug#6027, #6029, #15355)
