If base-passwd will contain ftp at some point I'll consider that a serious bug. proftpd is a different issue since you need to enable anonymous FTP manually in proftpd.conf, even if a ftp user exists. wuftp(-academ) and the standard ftpd only create the ftp user when the administrator tells them to, which is the only correct behaviour. I strongly feel fsp should have the same behaviour and prompt before create a user.
