* Fixed precedence bug in ensure clause of DICTIONARY valid_index
* Reworked debian/rules, because it did not work unless SmallEiffel was
already installed, which caused problems for ports to other
architectures. The new procedure is to compile compile_to_c from
upstream generated C source as a first stage compiler and use
that to compile the Eiffel code to make a second stage and
final compiler. Fixes bug#26323.
