I think this is an artifact of people again violating policy
and not sending out a feeler on debian-devel. A cookie cutter
approach makes it easier for people to mass produce packages, and in
my observation I have seen a number of packages in the changes list
appearing out of nowhere with just an "Initial change" as
description.
I think I would like policy to be stronger on this regard,
mandating an announcement of intent to package on debian-devel, and
requiring an first upload changes file to be augmented by the full
control file for the announcement.
