In Debian, the only packages that really depend on libelf are sced
and elk (at has an spurious dependency, that has been fixed in the
bo version but not (yet) in the hamm one).

The current version of both packages was linked with an old (libc5) 
version of libelf, that had the right soname (libelf.so.0). I made
a mistake when editing the debian/rules file to make the new (libc6)
targets, that resulted in libraries with a wrong soname (0.6.4), 
but never used the new libelf libraries to recompile elk or
sced, so the bug didn't propagate to these packages.

OTOH, I will have to recompile these packages to use libc6, but that
will be when I find libc6 versions of libpng, zlib and xlib6.
