Completed: lists.alioth.debian.org migration

This work is complete and the lists have migrated. Some points to note:

* non-opted in lists will no longer work, but their archives are being
  kept online. The migration of those archives is still in progress so
  there will be some 404s accessing them for another few hours.
* to more clearly reflect the non-DSA nature of this service, the
  lists are now running under @alioth-lists.debian.net. This means
  mail filters may need to be updated. However mail to 
  @lists.alioth.debian.org will be accepted for the foreseeable future
* the front page of the service is currently quite bare; we are working
  on a more pretty web page which will also include more notes about
  system policies

As normal for such a migration we are ironing out a few minor teething
troubles, but at this point everything seems to be working smoothly.
