Debian Policy 4.1.5.0 released



Hello everyone,

I have just pushed Debian Policy 4.1.5.0 to sid.  Thank you to those who
participated in the preparing of this release; there were many.

Looking forward to seeing many of you as participants in the Debian
Policy sprint at DebCamp18 a few weeks from now!

Here are the most significant changes from the previously announced
version of Policy (4.1.4):

4.9.2
    Document how ``debian/rules`` and the ``Rules-Requires-Root`` field
    interact.

5.6.12
    You should not change a package's epoch, even in experimental,
    without getting consensus on debian-devel first.

5.6.12.1
    Epochs should not be used for the purpose of rolling back the
    version of a package.  Use the +really convention.

5.6.31
    Document the ``Rules-Requires-Root`` field.

9.1.1
    Update Debian's version of the Filesystem Hierarchy Standard from
    2.3 to 3.0, and update the list of exceptions.  Only a tiny minority
    of packages, if any, should be made buggy by this change.

9.3.2 & 10.4
    Update version of POSIX standard for shell scripts from SUSv3 to
    POSIX.1-2017 (also known as SUSv4 in some contexts).
