I've been asked to clarify the delegation for the DSA team, so here it
goes. First it comes the formal delegation text (between full-length
dashed-lines), then a few informal comments.

DSA delegation
==============
I hereby appoint the following developers as members of the Debian
System Administrators (DSA) team:
- Luca Filipozzi (lfilipoz)
- Martin Zobel-Helas (zobel)
- Peter Palfrader (weasel)
- Stephen Gran (sgran)
Any previous delegation to the same team, not explicitly listed above,
is revoked.
The delegation is not time-limited. It will be effective until further
changes by present or future DPLs.
Job Description
---------------
Debian System Administrator team members handle the basic infrastructure
of the project. They are responsible for tasks that include:
- Maintaining the central user (LDAP) database listing all the Debian
developers. This includes:
- account creation and deletion based on requests from the Debian
Account Managers
- correlation of GPG keys to the according accounts based on requests
from the Debian Keyring Maintainers
- Setting up and administering Debian-owned machines, ensuring that they
are kept secure, operational, and running.
- Coordinating with local admins of the machines regarding network
connectivity and (if needed) asking for remote hands
- Granting required rights to other developers who need them to maintain
a particular service
- Handle standard services like the debian.org email alias that each
developer has or keeping DNS up to date
- complete install requests for porter chroots
- maintaining the Debian Machine Usage Policies (DMUP), within the
following limits:
- the DMUP cannot directly cause the expulsion of a developer from the
project; it can however propose the developer for expulsion to DAM,
on the basis of DMUP violation
- changes to the DMUP shall be announced to the debian-devel-announce
mailing list at least 2 months in advance with respect to when they
are supposed to become effective

Comments
========
The ability to change DMUP is meant to allow the document to evolve with
the addition of new services, technologies, security needs and
procedures, etc.
The first proposed limit to what can be changed by DSA is meant to fix a
"flaw" in the current text. Decisions over Debian membership are already
a responsibility of DAM and, especially considering the need of changing
the DMUP, it is better not to mix that responsibility with DSA (as a
paranoid mind can imagine DSA changing DMUP *precisely* to have a
specific developer expelled ...). Note that this limit means that the
current DMUP text is outside the rules and should hence be fixed ASAP.
The second proposed limit gives enough time to developers to be properly
informed about the change and possible react with a GR or the like.
Note also that, by the means of Constitution §4.2.2.2, at least 2K
Developers already have the power to block any specific delegate
decision (including DSA), in a very timely manner.
Before proposing DMUP changes, DSA should seek comments from the
community (e.g. the DPL and/or Developers at large), in an attempt to
prevent controversial changes.
Call for help: maintenance of porter chroots
============================================
About the maintenance of porter chroots (and as an example of "granting
rights to other developers ..." above), I'd like to remind that DSA has
called for help about a month ago:

In essence, they're looking for people that will be given the rights to
install, remove, and otherwise manage packages in the chroots, according
to the needs of developers that need to test and fix specific bugs. The
task should be straightforward for all of us, so please step in and
offer your help. It's easy and will help a lot your fellow developers.
