Mea culpa.
The new upstream version of tar that I uploaded a day ago, 1.13.92-1, had a
hideous problem... The --no-recursion option was broken!
This caused dpkg-deb to behave badly, since the find/tar pipe it uses to
construct a .deb depends on a -prune option to find and --no-recursion in tar
to get the right files into the package... and more importantly, to keep
./DEBIAN/* out...
This resulted in at least two bug reports today, #230431 and #230434, which
had the same root cause.
Fortunately, the CVS server at savannah.gnu.org already had a fix, and so
I've just uploaded tar_1.13.92-2 with a working --no-recursion option.
